CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC China Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of KAIPING 11-4 OILFIELD 18-1 BLOCK Development. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：KP11-4 oil field block 18-1 development project contains two blocks (1d and 2d). The project adopts the development mode of subsea production system tying back to the newly-built cylindrical FPSO.The average water depth is about 500m.

交貨地點(diǎn)：DAP 公司指定的中國(guó)深圳或其他城市，交貨期：合同簽訂后9個(gè)月內(nèi)送至1d&2d 水下生產(chǎn)系統(tǒng)供應(yīng)商指定地點(diǎn)。
3rd batch：LV cables sample for 1d&2d UTA FACT Termination Test；
DAP company designated location in Shenzhen or other city of PRC. Delivery Date：DDP 1d&2d SPS manufacturer Designated location within 9 months after signing the contract.

2、從中華人民共和國(guó)關(guān)境外提供的貨物:

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求 Requirements for Qualifications of the Bidder
A.★如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書(shū)（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★不接受代理 Bid by an agent is not acceptable
投標(biāo)人應(yīng)為所投貨物的制造商。不接受代理商投標(biāo)。
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

提供中華人民共和國(guó)應(yīng)急管理部認(rèn)可的ABS、BV、CCS、DNV船級(jí)社之一頒發(fā)的有效第三方產(chǎn)品認(rèn)可證書(shū)，除了上述4家機(jī)構(gòu)外的任何機(jī)構(gòu)包括他們的下屬機(jī)構(gòu)均不允許。并隨設(shè)備一同交付。
Third party certification:The valid Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV, CCS, DNV, which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered。
（2）★業(yè)績(jī)要求 Requirement for Bidder's Past Performance:
2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個(gè)合同的動(dòng)態(tài)臍帶纜的供貨業(yè)績(jī)（供貨業(yè)績(jī)的制造商必須是投標(biāo)人），且均滿足應(yīng)用水深不小于498.6米和臍帶纜構(gòu)型為pliant wave或lazy wave的技術(shù)要求。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1）銷(xiāo)售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、臍帶纜構(gòu)型（pliant wave或lazy wave）、應(yīng)用水深不小于498.6米的技術(shù)要求、用戶簽字或蓋章的到貨驗(yàn)收材料。
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。
未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
如果投標(biāo)人提供了1）經(jīng)國(guó)家安全生產(chǎn)監(jiān)督管理局認(rèn)可的ABS或BV或DNV或CCS船級(jí)社所頒發(fā)的動(dòng)態(tài)臍帶纜符合性證書(shū)。和2）由該項(xiàng)目認(rèn)定申請(qǐng)單位（即項(xiàng)目所屬單位工程項(xiàng)目組）出具的《工程建設(shè)重大技術(shù)與產(chǎn)品首次應(yīng)用管理認(rèn)定通過(guò)通知書(shū)》，則無(wú)需滿足上述業(yè)績(jī)要求。
From January 1, 2015, to the bid submission deadline (subject to the contract signing date), the bidder shall have at least one contract for the supply of dynamic umbilical cables (the manufacturer of the supply performance must be the bidder), all of which meet the technical requirement of an application water depth not less than 498.6 meters and umbilical cable configuration shall be pliant wave or lazy wave.
The bidder must submit a performance table in the specified format and provide relevant performance supporting documents. The performance supporting documents include: 1) sales contracts, and 2) user-signed or stamped delivery acceptance materials (delivery acceptance notes, commissioning acceptance reports, or other valid supporting materials that can prove the delivery and acceptance of the goods under the contract). The performance supporting documents submitted by the bidder must at least reflect the following: contract signing date, contract signature pages (domestic trade contracts must bear the seals of both parties, international trade contracts must bear the signatures or seals of both parties), product name, umbilical cable configuration (pliant wave or lazy wave), technical requirement of an application water depth not less than 498.6 meters, and user-signed or stamped delivery acceptance materials.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding delivered purchase orders must also be provided. The order content or number should be associated with the annual agreement. One or more purchase orders under the same annual agreement and their corresponding delivery acceptance materials will be counted as one valid performance.
Failure to submit performance supporting documents, or if the submitted performance supporting documents cannot be verified as meeting the aforementioned performance requirements, shall be deemed invalid performance.
If the bidder provides 1) a dynamic umbilical compliance certificate issued by a classification society recognized by the State Administration of Work Safety, such as ABS, BV, DNV, or CCS, and 2) a "Management Certification Notice for the First Application of Major Engineering Technologies and Products in Construction Projects" issued by the project's designated application unit (i.e., the project department of the unit to which the project belongs), then the above performance requirements need not be met.

The bidder is requested to fill in the "購(gòu)買(mǎi)招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase.
