1d：集束電纜、備用集束電纜和全部附件和2d：集束電纜、備用集束電纜、SPDU、PFL和全部附件：從關境內(nèi)提供的貨物：中標通知書簽發(fā)后24個月內(nèi)運抵深圳或惠州的買方指定地點。J-TUBE頂部懸掛假體、拖拉頭假體：從關境內(nèi)提供的貨物：中標通知書簽發(fā)后14個月內(nèi)運抵青島FPSO建造場地的買方指定地點。集束電纜芯線樣纜（用于SPDU FACT端接測試）：從關境內(nèi)提供的貨物：中標通知書簽發(fā)后10個月內(nèi)賣方負責運抵至買方指定地點（1d 水下生產(chǎn)系統(tǒng)供應商），并承擔全部費用。詳見第五章投標邀請。

資格要求

（1）資格要求Requirements for Qualifications of the Bidder ★A.★如果投標人為中國境內(nèi)注冊公司，投標人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招標人認可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★不接受代理Bid by an agent is not acceptable投標人應為所投貨物的制造商。不接受代理商投標。The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.C. ★是否接受聯(lián)合體投標：否Is any bid by a consortium or a joint venture accepted? No.D. ★未領購招標文件是否可以參加投標:不可以Can a bidder participate in the bidding without purchasing the Solicitation document? No.E. ★第三方產(chǎn)品認證證書:提供中華人民共和國應急管理部認可的ABS、BV、CCS、DNV船級社之一頒發(fā)的有效第三方產(chǎn)品認可證書，除了上述4家機構外的任何機構包括他們的下屬機構均不允許。并隨設備一同交付。Third party certification:The valid Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV, CCS, DNV, which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.（2）★業(yè)績要求Requirement for Bidder's Past Performance:2015年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少1個合同的動態(tài)電纜產(chǎn)品的供貨業(yè)績（供貨業(yè)績的制造商必須是投標人），且均滿足應用水深不小于498.6米和電纜構型為pliant wave或lazy wave的技術要求。投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同復印件和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、貨物名稱、電纜構型（pliant wave或lazy wave）、應用水深不小于498.6米的技術要求、用戶簽字或蓋章的到貨驗收材料。若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內(nèi)容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業(yè)績。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。或如果投標人提供了1）經(jīng)國家安全生產(chǎn)監(jiān)督管理局認可的ABS或BV或DNV或CCS船級社所頒發(fā)的動態(tài)集束電纜符合性證書。和2）由該項目認定申請單位（即項目所屬單位工程項目組）出具的《工程建設重大技術與產(chǎn)品首次應用管理認定通過通知書》，則無需提供上述要求的業(yè)績。From January 1, 2015, to the bid submission deadline (subject to the contract signing date), the bidder shall have at least one contract for the supply of dynamic power cables (the manufacturer of the supply performance must be the bidder), all of which meet the technical requirement of an application water depth not less than 498.6 meters and power cable configuration shall be pliant wave or lazy wave.The bidder must submit a performance table in the specified format and provide relevant performance supporting documents. The performance supporting documents include: 1) sales contracts, and 2) user-signed or stamped delivery acceptance materials (delivery acceptance notes, commissioning acceptance reports, or other valid supporting materials that can prove the delivery and acceptance of the goods under the contract). The performance supporting documents submitted by the bidder must at least reflect the following: contract signing date, contract signature pages (domestic trade contracts must bear the seals of both parties, international trade contracts must bear the signatures or seals of both parties), product name, power cable cross-section, power cable configuration (pliant wave or lazy wave), technical requirement of an application water depth not less than 498.6 meters, and user-signed or stamped delivery acceptance materials.
