對投標人的資格和業(yè)績要求Requirements for Qualifications and the Past Performance of the Bidder:（1） ★資格要求Requirements for Qualifications of the Bidder A.★如果投標人為中國境內(nèi)注冊公司，投標人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招標人認可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★投標人所投產(chǎn)品的制造商須具備有效的GB/T19001(ISO9001)質(zhì)量體系認證證書，中國國內(nèi)認證機構(gòu)簽發(fā)的證書應(yīng)可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站核實(http://www.cnca.gov.cn/)。如果有中國國家相關(guān)部門發(fā)布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）。The manufacturer of the product bid by the bidder must hold valid certificates for GB/T19001 (ISO9001) quality management system certification . Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).C.★對于從中華人民共和國關(guān)境內(nèi)供貨的貨物，不接受代理商投標；對于從 中華人民共和國關(guān)境外供貨的貨物，接受代理商投標。For Goods to be supplied from within the customs territory of the People's Republic of China, bids from agents will not be accepted; For Goods to be supplied from outside the customs territory of the People's Republic of China, bids from agents can be accepted.★如果投標人所投貨物非投標人自己制造，投標人應(yīng)得到所投貨物制造商同意其在本次投標中提供該貨物的唯一合法授權(quán)書，同時提供所投貨物制造商的承諾函，承諾所投貨物為制造商工廠生產(chǎn)。投標時提供制造商授權(quán)書（見第一冊格式IV-9-4）和承諾函的原件掃描件（原件加蓋制造商公章）。If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a sole legal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. Meanwhile provide the Manufacturer's commitment letter, promising that the goods tendered to be produced by manufacturer's factory.The scanned copy of the original authorization letter (See Form IV-9-4 in Volume One) and commitment letter must be provided and be included in the bidding document(original letter stamped with the official seal of the manufacturer ).★投標人以自己制造的貨物參與投標的，不能再將此貨物同時授權(quán)給其他投標人參與投標，否則相關(guān)的所有投標將被拒絕。投標人將被授權(quán)的貨物再授權(quán)給其他投標人同時參與投標的，相關(guān)的所有投標將被拒絕。If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.D. 是否接受聯(lián)合體投標：否Is any bid by a consortium or a joint venture accepted? No.E. 未領(lǐng)購招標文件是否可以參加投標:不可以Can a bidder participate in the bidding without purchasing the Solicitation document? No.F.★產(chǎn)品要求：投標人的工廠應(yīng)為完成本項目產(chǎn)品的設(shè)計、部件采辦、制造成撬和測試的制造商。投標人提供的必須為經(jīng)過成熟應(yīng)用的產(chǎn)品，不接受新研發(fā)的產(chǎn)品。若投標人本次投標的海水提升泵（額定排量2250立方米/小時，揚程85米）已通過中國海洋石油集團有限公司或其授權(quán)單位組織的 “工程建設(shè)重大技術(shù)與產(chǎn)品首次應(yīng)用管理認定”，可免除此項要求，但投標人須提供由該認定申請單位（即項目所屬單位工程項目組）出具的《工程建設(shè)重大技術(shù)與產(chǎn)品首次應(yīng)用管理認定通過通知書》。投標人投標時須提供承諾函。Products requirement：The Bidder's manufacturer shall complete the products design, components procurement, manufacture, assembly and function testing, the products proposed by BIDDER shall has reliable performance with full running, prototype equipment shall not be acceptable.
